Proposal P1058 - Nutrition labelling about added sugars

Proposal P1058 considers the inclusion of added sugars information in the nutrition information panel (NIP).

Work on this proposal has been paused while FSANZ undertakes scoping work on a holistic review of the NIP as agreed by Australian and New Zealand food ministers (see Food Ministers’ Meeting communique).

As part of FSANZ’s assessment for the proposal, we completed consumer testing in Australia and New Zealand to investigate consumer use, understanding and value of ‘sugars’ and ‘added sugars’ information and responses to potential formats for including added sugars in the NIP.

FSANZ has also completed a rapid systematic literature review for added sugars in the NIP.

Administrative Assessment

Review of added sugars labelling

Proposal P1058 follows FSANZ's review of nutrition labelling for added sugars, completed in 2021. The review was undertaken in response to a request from food ministers.

The review considered three labelling options and the technical matters associated with including added sugars in the NIP. The options considered were:

  1. Quantifying added sugars in the NIP (preferred by food ministers)
  2. Applying a pictorial about sugar to sugary beverages/sugar-sweetened beverages, and
  3. Changing the statement of ingredients to identify sugars-based ingredients.

The review found that while there may be complexities in setting requirements for including added sugars in the NIP, no technical barriers were found.
