Risk assessments associated with the development of applications or proposals to change the Food Standards Code may only be available on the relevant application or proposal page.
All FSANZ decisions on applications and proposals are notified to ministers responsible for food regulation who can decide to ask for a review or agree that the standard should become law. If ministers don’t seek a review, the changes are registered as legislative instruments in Australia on the Federal Register of Legislative Instruments and gazetted.

Proposal P1028 – Infant formula reviewed the regulatory requirements for infant formula products in the Australia New Zealand Food Standards Code (the Code).
The FSANZ Board approved Proposal P1028 on 4 June 2024 and on 25 July 2024 at the Food Ministers’ Meeting, Ministers agreed to not seek a review.
The purpose of this proposal is to clarify requirements in the Australia New Zealand Food Standards Code with respect to claims about carbohydrate content and the components of carbohydrate (such as sugar) in relation to food that contains more than 1.15% alcohol by volume (ABV), including alcoholic beverages.
